Seven California Real Estate Professionals Indicted for Mortgage Fraud

Now, I know that pumping up income and "embellishing" the financial abilities of loan applicants was rampant in the mortgage loan business. What I wonder is why did the FBI choose these seven individuals to investigate out of the thousands who were probably just a guilty.
